Commissioner Karen Diazgranados, representing the Miami-Dade County Hispanic Affairs Advisory Board, presented the prestigious Certificate of Recognition to Rafael Donadío, in virtue of his extraordinary work and leadership in cybersecurity awareness and the fortification of public institutions.

This recognition not only highlights an individual achievement but validates the career of a professional who has become a strategic asset for the United States. The distinction underscores Donadío’s direct impact on protecting critical infrastructure, specifically the information security of government entities and Florida school districts—areas of maximum vulnerability in today’s digital era.

Strategic Leadership at eMerge Americas 2026

The presentation of this distinction comes at a time of special relevance, following Rafael Donadío’s outstanding participation in eMerge Americas 2026. At the Miami Beach Convention Center, the global epicenter of technological disruption, Donadío participated not just as an elite expert, but as a mission-critical systems architect capable of translating technical complexity into security solutions for the community.

During the forum, Donadío was identified as a key interlocutor in the modernization of infrastructure across Orange and Osceola Counties. His focus on Zero Trust Architecture resonated at high-level networking tables, where industry leaders validated his methodology for unifying government data silos through secure abstraction layers. This capacity to design systemic structures is what distinguishes Donadío: his virtue lies not solely in code execution, but in High-Impact Technological Architecture.

A Talent of National Interest: School Shielding and Public Safety

The recognition presented by Commissioner Diazgranados places special emphasis on Donadío’s contributions to public schools. In a context where cyberattacks against minors and the theft of institutional data are constant threats, Rafael has designed “digital shields” that protect the identity and integrity of thousands of students. His decision to provide proprietary APIs at no cost to educational systems and emergency services—such as the St. Cloud Police Department—demonstrates an altruistic commitment that fuses elite engineering with technological sovereignty.

This work allows Florida’s public institutions to operate with the power of major Silicon Valley multinationals while maintaining total control of their data, avoiding “vendor lock-in” by external providers. This is the heart of the Technological Sovereignty that Donadío promotes: an autonomous, secure, and technologically advanced state.

Conclusion: A Legacy of Technical Excellence

The delivery of this certificate in the heart of the Miami-Dade government reaffirms that Rafael Donadío is an exceptional talent whose strategic vision is fundamental to the future of American digital infrastructure. His expertise, forged in the modernization of national systems and consolidated within the U.S. market, positions him as an indisputable leader at the intersection of technology and public safety.

In the words of industry experts present at the event, Donadío’s work is the cornerstone upon which the resilience of Florida’s Smart Cities is built. His official recognition serves as a testament that technical excellence, when placed at the service of the nation, generates an impact that transcends digital borders to protect the lives and stability of society.

NEW YORK, NY — May 4, 2026 — (NOTICIAS NEWSWIRE) — A stroke can happen to anyone at any age.

In fact, every 40 seconds someone in the United States has a stroke, with approximately 800,000 people experiencing a stroke annually, according to the American Heart Association, making it a leading cause of death and serious, long-term disability.

A stroke happens when normal blood flow in the brain is interrupted. When parts of the brain don’t get the oxygen-rich blood they need, those cells die.

However, many strokes may be prevented, treated and overcome by understanding the risk factors and taking steps toward managing them.

“When a stroke happens, every minute matters,” said Dr. Adrian Jaquin-Valdivia, a stroke neurologist at HCA Healthcare and American Stroke Association volunteer expert. “The faster someone gets treatment, the better the chance of saving brain function. On average, nearly 2 million brain cells die every minute a stroke goes untreated. Early treatment improves survival rates and reduces disability.”

Take control of your brain health with this information from the American Stroke Association.

Know the Warning Signs

Because strokes do not discriminate, knowing the signs is key. To help you recognize common warning signs and symptoms of stroke and take action in moments that matter, remember this simple acronym: B.E. F.A.S.T.

B: Balance loss – sudden difficulty with walking, dizziness or loss of balance or coordination.

E: Eye (or vision) changes – sudden vision loss or trouble seeing in one or both eyes.

F: Face drooping – one side of the face droops or feels numb; a smile may look uneven.

A: Arm weakness – one arm feels weak or numb or drifts downward when raised.

S: Speech difficulty – a telltale sign of a stroke is slurred speech or trouble speaking.

T: Time to call 911 – If someone is having any of these symptoms, even if the symptoms go away, call emergency services immediately to jumpstart care. Be sure to check the time so you’ll know when the first symptoms started.

Explore the signs by playing the interactive, web-based B.E. F.A.S.T. Experience to see what stroke symptoms may look, feel and sound like.

Take Steps to Protect Your Health
Approximately 80% of strokes are preventable, according to the American Stroke Association. Everyday choices – such as eating well, moving more, not smoking and keeping up with routine health screenings, along with managing risk factors with the support of a health care professional – can help lower stroke risk.

Manage Risk Factors

High blood pressure is the leading risk factor for stroke, according to the 2025 American Heart Association/ACC Guideline for the Management of High Blood Pressure in Adults. Controlling blood pressure through regular checkups, at-home monitoring, following your treatment plan and maintaining a healthy lifestyle can significantly reduce your risk of stroke and support overall brain health.

Additionally, having a stroke or mini stroke, known as a Transient Ischemic Attack (TIA), increases the chances of having a second one. That’s why identifying what caused your stroke and reducing your personal risk factors can help protect your health and reduce the risk of another stroke.

To learn more about stroke risk factors and better understand the warning signs, visit Stroke.org/StrokeMonth, where you can also access stroke support services and subscribe to the Stroke Connection e-newsletter for the latest resources.

Urban Infrastructure and Security in Florida

When discussing “Smart Cities” in Florida, connectivity is total, but so is exposure. What does the “cyber-fortification” you propose consist of to make our cities impregnable?

It consists of instilling a new culture of critical thinking. We must understand security as a constantly evolving ecosystem. If we can make process improvement a deep-rooted culture within every party that interacts with the city, we will be able to anticipate threats and become drastically more efficient.

Concepts like “Zero Trust” sound complex to the layperson. How would you explain to a Florida resident that your architecture is working silently to keep their taxes and identity secure while they sleep?

It means that every technical decision and innovation in our APIs directly impacts the optimization of public processes. As a Florida resident raising my children in this great state, I am a “user” of my own developments. That reality compels me to be my own harshest critic. I work so that the citizens don’t have to worry about their security, because the underlying architecture has already validated every access and protected every cent of their taxes in an invisible and constant manner.

Rafael, Miami has firmly established itself as the “Tech Hub of the Americas.” At this 2026 edition of eMerge, what is the core message you intend to leave with the leaders and decision-makers gathered at the Convention Center?

I believe we are at a historic crossroads where we must breathe in and truly assimilate the technological evolution we perceive daily. Today’s challenge is no longer merely deciding which agent or platform to use; the real imperative is mastering the tools we already hold in our hands. Owning the technology is insufficient; true success lies in the strategic vision of knowing exactly how to deploy it for the benefit of society.

Participating in eMerge Americas is more than a commercial showcase; it is a forum for technological sovereignty. What does it mean for you to represent technical excellence at the country’s most significant innovation event?

It represents an invaluable opportunity for continuous learning—not only from our current experiences but from the immense potential our region holds. I embrace this with a dual responsibility: as an American resident and as a citizen of an integrated America from end to end. This is the moment to demonstrate that our diverse technical talent is the engine of the infrastructure that sustains this country.

School Cybersecurity: Protecting the Future

It is said that the new battlefield of national security is data. As a systems architect collaborating with Orange and Osceola Counties, what is the actual risk facing our public schools, and how do your solutions shield the privacy of thousands of children?

My work is conducted in direct contact with the bookkeepers and teachers who operate on the front lines. The most effective way to measure risk is by analyzing the limits and extremes of every process. My methodology is built on a fundamental premise: working as if we ourselves were the end customer. By empathizing with the system’s vulnerabilities, we develop solutions that shield the privacy of minors with surgical precision.

You have mentioned that school cybersecurity is an ethical imperative. Why is protecting our children’s data the number one priority on a technology strategist’s agenda?

Let’s look at a common example: transactional security. If a user gives their card details to an operator who writes them down on paper to process later, the risk of fraud is extremely high due to human intermediation. The school environment is no different. My goal is to ensure processes are simple, direct, and, above all, secure. By minimizing intermediaries in data entry through automated architectures, we eliminate the risk of deficient communications and protect the integrity of information for our most vulnerable citizens.

NEW YORK, NY — April 29, 2026 — (NOTICIAS NEWSWIRE) — High blood pressure poses significant health risks for people of all ages, but there are effective ways to both prevent and manage this “silent killer” by working with a health care professional to make lifestyle changes.

Hypertension, also known as high blood pressure, is when the force of blood flowing through blood vessels is consistently too high. This condition makes the heart work harder than normal and can damage arteries, increasing the risk of heart disease, stroke and other health problems.

High blood pressure is the leading risk factor for stroke and heart conditions such as coronary artery disease, heart failure and atrial fibrillation. Strengthening evidence also shows high blood pressure is linked to risk of cognitive decline and dementia, which is why the American Heart Association is working to increase awareness and encourage people to manage blood pressure. Protect your heart and brain both now and in the future with this information and wellness advice.

Who Can Have High Blood Pressure?

Anyone can develop high blood pressure, which is why it’s encouraged for everyone – in all age groups, including children and young adults – to have their blood pressure checked at annual physicals or wellness checkups. For those with a history of high blood pressure or risk factors for developing the condition, more frequent measurements may be recommended.

Major risk factors for high blood pressure include excess weight, diabetes, high cholesterol, smoking, lack of physical activity, alcohol consumption and a diet high in sodium and low in potassium.

Nearly half of adults in the U.S. have high blood pressure and many don’t even know it. Of those with high blood pressure, about 75% don’t have the condition under control. Because it typically shows no symptoms, it’s often called a “silent killer.”

How is Blood Pressure Checked?

To get the best blood pressure reading, sit in a chair with support for your back with both feet flat on the ground.

Use a validated, automatic, cuff-style, upper-arm monitor. Remove clothing over the arm that will be used and rest for at least 5 minutes. Extend your arm and support it at heart level while staying quiet and still then take multiple readings and record the results. Aim to measure at the same time each day.

For most adults, a normal blood pressure reading should be less than 120/80 mm Hg.

What Happens After a High Blood Pressure Diagnosis?

Recognizing and taking quick action to control high blood pressure can significantly lower the risk of severe health consequences, including heart attack and stroke, and improve overall health. If you’ve been diagnosed with high blood pressure, work with a health care professional to design a treatment plan that works for you. It may include lifestyle changes to your diet or activity levels or medication.

How Can High Blood Pressure Be Prevented or Managed?

Preventing high blood pressure is possible. Talk with a health care professional to create a plan that works for you, which may include small steps like eating a heart-healthy diet, staying active and maintaining a healthy weight.

For those diagnosed with high blood pressure, maintaining a healthy weight by staying active (at least 150 minutes of moderate activity per week) and eating a balanced diet rich in fruits, vegetables, lean protein and whole grains are important. Even losing 5% of your weight can help improve blood pressure.

It’s also important to reduce or avoid alcohol consumption and tobacco use. Consider stress-reducing activities, including meditation, breathing control or yoga. For many individuals, adhering to prescribed medications is essential to effectively control blood pressure and reduce the risk of serious health complications.

However, there are steps you can take to keep your eyes healthy – and it starts with taking care of your overall health.

Set yourself up for a lifetime of seeing your best with these eight tips from the experts at the National Eye Institute in honor of Healthy Vision Month:

1. Find an eye doctor you trust.
Many eye diseases don’t have any early symptoms, so you could have a problem and not know it. An eye doctor can help you stay on top of your eye health. Find an eye doctor you trust by asking friends and family if they like their doctors. You can also check with your health insurance plan to find eye doctors near you.

2. Ask how often you need a dilated eye exam.
Getting a dilated eye exam is the single best thing you can do for your eye health. It’s the only way to find eye diseases early, when they’re easier to treat – and before they cause vision loss. Your eye doctor will decide how often you need an exam based on your risk for eye diseases.

3. Add more movement to your day.
Physical activity can lower your risk for health conditions that can affect your vision, like diabetes and high blood pressure. If you have trouble finding time for physical activity, try building it into other activities. Walk around while you’re on the phone, do push-ups or stretch while you watch TV or dance while you’re doing chores. Anything that gets your heart pumping counts.

4. Get your family talking about eye health history.
Some eye diseases – like glaucoma and age-related macular degeneration – can run in families. While it may not be the most exciting topic of conversation, talking about your family health history can help everyone stay healthy. The next time you’re chatting with relatives, ask if anyone knows about eye problems in your family. Be sure to share what you learn with your eye doctor to see if you need to take steps to lower your risk.

5. Step up your healthy eating game.
Eating healthy foods helps prevent health conditions – like diabetes or high blood pressure – that can put you at risk for eye problems. Eat right for your sight by adding more eye-healthy foods to your plate, such as dark, leafy greens like spinach, kale and collard greens, and fish high in omega-3 fatty acids like halibut, salmon or tuna.

6. Make a habit of wearing your sunglasses – even on cloudy days.
The sun’s UV rays can not only harm your skin, but the same goes for your eyes. However, wearing sunglasses that block 99-100% of both UVA and UVB radiation can protect your eyes and lower your risk for cataracts.

7. Stay on top of long-term health conditions like diabetes and high blood pressure.
Diabetes and high blood pressure can increase your risk for some eye diseases, like glaucoma. If you have diabetes or high blood pressure, ask your doctor about steps you can take to manage your condition and lower your risk of vision loss.

8. If you smoke, make a plan to quit.
Quitting smoking is good for your entire body, including your eyes. Kicking the habit can help lower your risk for eye diseases like macular degeneration and cataracts. Quitting smoking is hard, but it’s possible – and a plan can help.

Test your eye health knowledge with a quick quiz and find more vision resources at nei.nih.gov/hvm.
